Further ordained that the vehicles may be transferred to Southeastern Louisiana University for their use under the Mutual Aid Agreement between Southeastern Louisiana University Police Department and Hammond Police Department. (Mayor Foster)

1. A resolution to approve “Change Order No. One (1)” for “Pine Hill Forest Sewer Rehabilitation” (city project #616-31407), contingent on approval from State Facility Planning & Control. (Chuck Spangler)

2. A resolution to approve the appointment of Sam DiVittorio to the Hammond Housing Authority for a 5 year term ending December 31st, 2019.  (Mayor Foster)

3. A resolution (1) approving the submission of an application for $15,750 under the Local Government Assistance Program to install a new roof at Hammond’s police station; (2) agreeing to a cash match up to $117,011; and (3) authorizing the Mayor to sign all grant-related documents. (Charles Borchers, IV)

4. A resolution (1) authorizing the Mayor to enter into a contract on behalf of the City of Hammond, with the Division of Administration of the State of Louisiana, in the amount of $1,000,000, to convert an oxidation ditch for pretreatment at the City’s wastewater treatment plant; (2) agreeing to match these grant funds with $333,540; and (3) authorizing Whitney Statham, City Council Clerk, to certify the signatures on the Authorized Signature Card. 5. A resolution authorizing the Mayor to enter into a cooperative endeavor agreement with the City Court of Hammond for the renovation of the Leon Ford III Memorial Justice Building. (Lacy Landrum)

Rules for Public Participation

In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be address to the presiding officer only.
4.   There shall be no indulging in personalities and the participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties.
The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item.  The Council Clerk shall be the official timekeeper of the Council, and shall interrupt discussion to advise the Council that time has expired.  Discussion shall cease and the matter shall then be voted upon forthwith.  When called upon for a vote, each council member present shall respond “
