Hammond Municipal Fire & Police Civil Service
Fire and police personnel for the City of Hammond are governed by the Hammond Municipal Fire & Police Civil Service System. This system ensures fairness and consistency for job opportunities, promotions, and overall employment in these positions.
The Hammond fire and police positions, known as “classes,” are described on the Office of the State Examiner’s website, which also provides study guides, testing applications and schedules, Civil Service Board rules, and State laws.

The process for becoming a civil service employee of the Fire or Police Departments begins with the completion of a class/position application. These applications are accepted anytime, but when a test is called for by the board, applications must be submitted by deadline. A passing score on the exam places you on an eligibility list that lasts for up to 18 months. When a position becomes available, those on the eligibility list may be interviewed for the position.
All civil service applications should be returned to the Civil Service Board Secretary by any of the following ways:
1. Mail To: Julie Monteleone, PO Box 1446, Hammond, LA 70404
2. Hand Deliver To: Julie Monteleone at 310 E. Charles St, Hammond, LA 70401
3. Email To: firstname.lastname@example.org
Four items must be attached to your application:
1. High School Diploma or GED/HiSET
2. Birth Certificate
3. Driver’s License
4. OSE Test Score
Please review the application requirements for additional items that may need to be submitted. It is the applicant’s responsibility to update contact information.
The Civil Service Board has regular public meetings to review applications, eligibility lists, position appointments, and complaints. Additional special meetings may be held when called by the board chair or as provided in Revised Statute 33:2471. All meetings are held at the Hammond City Council Chambers (312 E Thomas St) unless otherwise provided in the meeting notice. A civil service employee may petition the board to hear a complaint by completing an Agenda Item Request form and submitting it to the Civil Service Board Secretary.
All questions, information requests, and paperwork should be directed to the Civil Service Board Secretary.
