VII. FINAL ADOPTION OF AN ORDINANCE:

1. Final adoption of Ordinance to amend the Unified Development Code, (UDC), by the City Planner regarding Applicability and Minimum Requirements. Attachment#1 Attachment#2 (Charles Borchers)

VIII. INTRODUCTION OF ORDINANCE:

1. Introduction of an ordinance to approve a rezoning request by Encore Enterprises, Inc (Farrah Laciura) to rezone 44590 Falcon Drive from C-N to I-L for a warehouse. The property is located in District 1. The Planning and Zoning Commission, hearing no opposition, recommends adoption (3-0). (Charles Borchers)

2. Introduction of an ordinance to approve a Major Subdivision request by Becky Harper at 47103 Conrad E. Anderson. The property is located in District 1. The Planning and Zoning Commission, hearing no opposition, recommends adoption (3-0). (Charles Borchers)

3. Introduction of an ordinance by the City Planner to amend Signage and Notices from the City’s Unified Development Code, (UDC). The Planning and Zoning Commission, hearing no opposition, recommends adoption (3-0). Charles Borchers)

IX. RESOLUTIONS:

1. A resolution accepting the annual Municipal Water Pollution Prevention report as required by the Louisiana Department of Environmental Quality in the city’s discharge permit for the South Wastewater Treatment Plant. (Nathan Levy)

2. A resolution to grant a waiver of the city of Hammond’s Open Container Law to the Hammond Regional Arts Center during the beer-tasting event Brews Arts Festival held on Saturday, October 24, 2026 from 4:00 pm to 9:00 pm. The event will take place at The Pavilion and within the boundaries of W Morris Ave, the railroad track, Hanson Crossing, and SW Railroad Ave. Attachment#1 Attachment#2 (Melissa Griffin)

3. Ratify and award bids received 04/16/2026 for “Lift Station Improvements [FY2025]”–project no. 420-32501. (Jay C. Pittman).

4. Ratify and award bids received 04/23/2026 for “Water Line Upgrades [FY2026]”–project no. 616-12507. Attachment#1 Attachment#2 (Jay C. Pittman).

5. A resolution 1) accepting a $251,774 grant from the Community Development Block Grant Program for improvements to Zemurray Park; and 2) authorizing the Mayor or his designee to complete and sign related documents. There is NO match requirement. (Charles Borchers IV)

6. A resolution ratifying and accepting a quote from Automatic Access Gates, LLC, to install a fence around the Mooney Avenue Park Splash Pad in the amount of $14,816.82. (Charles Borchers)

7. A resolution supporting an application to the Keep Louisiana Beautiful Affiliate Grant Program to provide up to $5,000 towards the purchase of reusable recycling totes and educational materials as part of a litter prevention and recycling initiative. (Charles Borchers)

I, COUNCIL CLERK, LISA COCKERHAM, OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 27th Day April 2026 at 4:00pm.

RULES FOR PUBLIC PARTICIPATION

In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions, the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be addressed to the presiding officer only.
4. There shall be no indulging in personalities. The participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired (three minute time limit for public comment).
Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
