An ordianance to declare the intention to obtain full ownership of property adjudicated to the City of Hammond located at 312 Wilbert Dangerfield Drive Under LSA RS 47:2236, authorizing the sale of the property to the adjoining landowner pursuant to LSA RE 47:2202 and providing for related matters. VI. FINAL ADOPTION OF ORDINANCE:

1. Final Adoption of an ordinance to approve a Major Subdivision by Carmack Properties No. 2, LLC for a Major Subdivision at 2301 West Church Street, in District 4. The Planning and Zoning Commission, hearing no opposition, recommends adoption (5-0). (Charles Borchers)

2. 1. A Resolution authorizing the purchase of insertion valves from Lawson Bonet Construction Inc. in the amount of $57,500.00. Funds will come from a Community Water Enrichment Fund grant ($50,000) and from the Water & Sewer Department ($7,500). (Charles Borchers IV)

2. A Resolution to purchase a Husqvarna walk-behind Concrete Saw in the amount of $39,895.90 from Emery Equipment. (Charles Borchers)

3. A Resolution to purchase a Kubota KX033-4R1A Excavator in the amount of $56,293.00 from Star Equipment, State Contract # 4400034371. (Charles Borchers)

4. A Resolution to purchase a 6 Level Low Boy Casket Lift from Holland Supply Inc., in the amount of $27,062.20. (Charles Borchers)

5. A Resolution to purchase (2) Ford F350 dump body truck in the amount of $147,279.80 from Bill Hood Auto Group, State Contract # 4400023793. (Charles Borchers)

6. Ratify and award bids received 08/06/2026 for “Miscellaneous Drainage Improvements [FY 2026]” –project no. 420-12631. (Mitchell D. Roniger).

I, COUNCIL CLERK, LISA COCKERHAM, OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 10th Day August 2026 at 4:00pm.

RULES FOR PUBLIC PARTICIPATION

In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions, the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be addressed to the presiding officer only.
4. There shall be no indulging in personalities. The participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired (three minute time limit for public comment).
Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
