Approval of minutes of the November 30, 2021 meeting.

VII. RESOLUTIONS 

A. OLD BUSINESS: NONE

B. NEW BUSINESS:

1. A resolution to appoint Michael Brown to the Hammond Municipal Fire and Police Civil Service Board for a three-year term from December 15, 2021 – July 29, 2022 (reminder of term).  (Mayor Panepinto)

2. A resolution to approve Save-A-Lot located at 113 N. Morrison Blvd, Hammond, LA 70401 for High/Low package alcohol approval on premise. The ownership is Trosclair Morrison LLC. (Laura Hammett)

3. A resolution to purchase a 2022 F-150 Crew Cab 4-WD from Bill Hood Ford for $32,816.00 State Contract Number 4400020874. (Robert Morgan)

4. A resolution to purchase three (3) 2022 F-150 Crew Cab 4-WD from Bill Hood Ford for $95,595.00. State Contract Number 4400020874. (Chief Folks)

5. A resolution authorizing the Mayor to enter into an Intergovernmental Agreement between Rural Fire Protection District No. 2, the City of Hammond, and the Hammond Rural Fire Department. (Chief Folks)

6. A resolution to extend the deadline of receipt of a report from the Housing Advisory Committee from December 31, 2021 to July 1, 2022. (Sam DiVittorio)

7. A resolution to ratify an emergency contract to Mitchell Contracting, Inc. for sewer lift station assessments and repairs due to Hurricane Ida for a cost of $485,000. FEMA will reimburse 90% of the cost ($436,500). The city’s remaining 10% match of $48,500 will come from the Sewer Utility budget (61036500 – 500100). (Lacy Landrum)

9. A resolution 1) supporting the submission of a $345,000 application to the Assistance to Firefighters Grant Program to purchase radio equipment for the Hammond Fire Department (HFD); and 2) supporting a cash match of $34,500 from the HFD.  (Charles Borchers IV)

IX. INTRODUCTION OF ORDINANCE AND SET OF PUBLIC HEARING:  

1. Introduction to an Ordinance to approve an Expanded Conditional Use request by Rashetta Williams (owner) and Joseph Williams (applicant) to allow placement of a manufactured home meeting all code requirements on Lot 7A Rose Hill Park Subdivision; Zoned RS-3 (Z 2021 11 00095) the Zoning Commission Recommended approval with conditions 1) this approval is with the understanding that such use is a personal right that expires upon a change in occupancy or ownership of Rashetta Williams or Joseph Williams, and 2) the manufactured home must meet all requirements of placement and must be constructed to meet the latest HUD standards. 2. Introduction of an Ordinance establishing a temporary 365 Day Moratorium on the acceptance and processing of subdivision plats, site development plans or zoning amendments for multifamily housing within the City of Hammond, providing for variances and providing a severability clause. I, COUNCIL CLERK, LISA COCKERHAM , OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 13th  Day of December 2021 at 4:00pm.
RULES FOR PUBLIC PARTICIPATION
In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be address to the presiding officer only.
4. There shall be no indulging in personalities and the participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired. Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,”  “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
