A. OLD BUSINESS:

1. A resolution from the City Council requiring quarterly financial reports. Be it resolved, a quarterly Financial Report shall be generated by the City Accounting Department. (Councilman Sam DiVittorio)

B. NEW BUSINESS:

1. A resolution to appoint Phyllis McCraney to the Hammond Municipal Fire and Police Civil Service Board for a three-year term from July 29, 2021 to July 29, 2024. (Mayor Panepinto)

2. A resolution to appoint Monica Perez to the Planning & Zoning Commission for a four-year term from July 14,2021-June 14, 2024 (Mayor Panepinto)

3. A resolution to authorize the Hammond Regional Arts Center to sell and serve alcohol on Friday, September 24, 2021 from 4:00pm until 10:00pm for the Brews Arts Festival within the boundaries of Morrison Alley Park (between Cypress and Cherry Streets) and the Hammond Regional Arts Center located at 217 East Thomas Street, Hammond, LA 70401. 4. A resolution to authorize the Hammond Regional Arts Center to obtain a Waiver of the Open Container Law on Friday, September 24, 2021 from 4:00pm until 10:00pm for the Brews Arts Festival within the boundaries of Morrison Alley Park (between Cypress and Cherry Streets) and the Hammond Regional Arts Center located at 217 East Thomas Street, Hammond, LA 70401. 5. A resolution to authorize the Downtown Development District and its approved merchants to serve alcohol during the event Hot August Night, held on Friday, August 27th, 2021 from 5:30pm-10:00pm. The event is held within the boundaries of E. and W. Charles St., N. and S. Cherry St., E. and W. Coleman St., and N. and S. Pine St. (Chelsea Tallo Little)

6. VIII. FINAL ADOPTION OF ORDINANCE:

A. OLD BUSINESS:

1. Re-adoption of an ordinance to amend the City of Hammond budget for Fiscal Year 2021-2022 in accordance with the procedures set within Section 5-03 of the City of Hammond Charter, item #25 for an appropriation of $100,000 for a sewer consultant (vetoed by Mayor) (Andre Coudrain)

B. NEW BUSINESS:

1. Final adoption of an Ordinance to rezone Lots 1, 2, 3, 4, 5, 25 Square 9 Greenville Park Addition located at 402 Washington Ave. from RS-3 to MX-C (Z-2021-06-00092) recommended approval by the planning and zoning board (Lacy Landrum)

IX. INTRODUCTION OF ORDINANCE AND SET OF PUBLIC HEARING:

1. Introduction of an ordinance to amend the Downtown Development District’s budget as adopted by the DDD Board. Attachment#1 Attachment#2  (Chelsea Tallo Little)

I, COUNCIL CLERK, LISA COCKERHAM , OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 26th Day of July 2021 at 4:00pm.

RULES FOR PUBLIC PARTICIPATION
In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be address to the presiding officer only.
4. There shall be no indulging in personalities and the participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired. Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
