1. Final adoption of Ordinance adopting an unassigned fund balance policy and providing for other matters in connection therewith. (Councilman Andrews)

VII. INTRODUCTION OF ORDINANCE:

1. Introduction of an ordinance to approve a Major Subdivision by Carmack Properties No. 2, LLC for a Major Subdivision at 2301 West Church Street, in District 4. The Planning and Zoning Commission, hearing no opposition, recommends adoption (5-0). (Charles Borchers)

2. Introduction of an ordinance by the City Planner to amend the allowed uses in Industrial Zonings in the City’s Unified Development Code, (UDC). The Planning and Zoning Commission, hearing no opposition, recommends adoption (5-0). (Charles Borchers)

3. Introduction of an ordinance to declare the intention to obtain full ownership of property adjudicated to the City of Hammond located at 312 Wilbert Dangerfield Drive Under LSA RS 47:2236, authorizing the sale of the property to the adjoining landowner pursuant to LSA RE 47:2202 and providing for related matters. (Andre Coudrain)

VIII. RESOLUTIONS:

1. A resolution to reappoint George Bergeron to represent the Hammond Police Department on the Hammond Municipal Fire and Police Civil Service Board for a 3-year term beginning July 30, 2026 and ending July 29, 2029. (Angelo Monistere)

2. A resolution to appoint Cody Moore to represent the Hammond Fire Department on the Hammond Municipal Fire and Police Civil Service Board for a 3-year term beginning July 30, 2026 and ending July 29, 2029. (Daniel Folks)

3. A Resolution to purchase a Ford F350 dump body truck in the amount of $73,639.90 from Bill Hood Auto Group, State Contract # 4400023793. (Charles Borchers)

4. A Resolution to purchase a Ford F250 pickup with 8’ Knapheide service body in the amount of
$59,662.80 from Bill Hood Auto Group, State Contract # 4400023793. (Charles Borchers)

5. A resolution authorizing the Mayor to enter into a Cooperative Endeavor Agreement for animal services with Tangipahoa Parish Government in the amount of $58.752 from July 1, 2026 to June 30, 2027. (Charles Borchers IV)

6. A resolution authorizing the Mayor to enter into a Cooperative Endeavor Agreement for public transportation services with the Tangipahoa Voluntary Council on Aging in the amount of $60,000 from July 1, 2026 to June 30, 2027. (Charles Borchers IV)

RULES FOR PUBLIC PARTICIPATION

In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions, the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be addressed to the presiding officer only.
4. There shall be no indulging in personalities. The participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired (three minute time limit for public comment).
Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
