VI. FINAL ADOPTION OF AN ORDINANCE:

1. Final adoption of an ordinance to increase the monthly garbage fee from $14.08 to $20.98. (Lacy Landrum)

IX. INTRODUCTION OF AN ORDINANCE: NONE

X. RESOLUTIONS:

1. A resolution to grant a waiver of the City of Hammond’s Open Container Law to Northshore Families Helping Families for the 3rd Annual NFHF Walk Run & Roll 5K & 10K event, being held on Saturday, September 16, 2023 from 6:00am to 11:00am at Cate Square Park. Actual service of alcohol would be from 7:30am to 11:00am. The Event boundaries are W Charles St, N Magnolia St, W Robert St, and N Oak St. (Heather St. Amant)

2. A resolution to authorize the Mayor to enter into contract on behalf of The City of Hammond with BFI Waste Services, LLC DBA Republic Services of Baton Rouge in the estimated amount of $65,377.19 (Jana Soileau)

3. A resolution to approve the Mayor to enter into a contract with the Daily Star as the official journal for the City of Hammond, LA from July 1, 2023 – June 30, 2023 (Jana Soileau)

4. A resolution 1) accepting a $25,000 grant from the AARP Community Challenge to transform Morrison Alley and its pocket park into a vibrant public space; and 2) authorizing the Mayor or his designee to complete and sign related documents. Attachment#1 Attachment#2 (Charles Borchers IV)

5. A resolution authorizing the purchase of 26 bulletproof vests for Hammond Police officers from RSG Wholesale at a cost of $27,841 under State Contract 4400025826. The purchase will be made with $23,690.97 in Bulletproof Vest Partnership grant funds and $4,150.03 in Police Department funds. Attachment#1 Attachment#2 (Charles Borchers IV)

I, COUNCIL CLERK, LISA COCKERHAM, OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 12th Day of June 2023 at 4:00pm.

RULES FOR PUBLIC PARTICIPATION

In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions, the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be addressed to the presiding officer only.
4. There shall be no indulging in personalities. The participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired. Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
