VII. INTRODUCTION OF ORDINANCE:

1. Introduction of an ordinance to approve a Rezoning by Tamika Dillon, to rezone 1605 West Church Street from RM-2 to MX-N, for her massage business, Body Maintenance, located in District 4. The Planning and Zoning Commission, hearing no opposition, recommends adoption (3-0). (Charle Borchers)

2. Introduction of an ordinance to approve a Major Subdivision by Sergio Mesa at 700 and 702 East Thomas Street, 105 South Chestnut Street, and 711 East Morris Avenue, located in District 1. The Planning and Zoning Commission, hearing no opposition, recommends adoption (3-0). (Charles Borchers)

3. Introduction of an ordinance to approve an Expanded Conditional Use by Laquetta Hills at 110 Alexander Road, to allow for a mobile home in District 1. The Planning and Zoning Commission, hearing no opposition, recommends adoption (3-0). (Charles Borchers)

VIII. RESOLUTIONS:

1. A resolution authorizing Planet Recess Inc. to make repairs to Cate Square Park Playground in the amount of $36,291.11. (Charles Borchers IV)

2. Ratify and award bids received 05/21/2026 for “Drainage & Sidewalk Improvements [FY2026]” – project no. 420-12628. Attachment#1 Attachment#2 Attachment#3 (Mitchell D. Roniger).

3. A Resolution to authorize the Mayor to enter into contract on behalf of The City of Hammond with PVS DX, INC. in the estimated annual amount of $112,869.00. (Charles Borchers)

4. A Resolution to authorize the Mayor to enter into contract on behalf of The City of Hammond with Amwaste of Louisiana in the estimated amount of $73,119.60. (Charles Borchers)

5. A Resolution to authorize the Mayor to enter into contract on behalf of The City of Hammond with Cintas, in the estimated annual amount of $50,000 for the City of Hammond Maintenance and Utility worker uniforms. (Charles Borchers)

6. A resolution supporting the submission of an application to the Historic Preservation Fund Grants Program for the development of an emergency operations plan for the Hammond Historic District. (Charles Borchers IV)

I, COUNCIL CLERK, LISA COCKERHAM, OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 22nd Day May 2026 at 4:00pm.

RULES FOR PUBLIC PARTICIPATION

In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions, the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be addressed to the presiding officer only.
4. There shall be no indulging in personalities. The participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired (three minute time limit for public comment).
Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
