A. OLD BUSINESS: NONE

B. NEW BUSINESS:

  1. A resolution to authorize the Hammond Regional Arts Center to sell and serve alcohol on Friday, November 5, 2021 from 4:00pm until 10:00pm for the Brews Arts Festival within the boundaries of Morrison Alley Park (between Cypress and Cherry Streets) and the Hammond Regional Arts Center located at 217 East Thomas Street, Hammond, LA 70401.   2. A resolution to authorize the Hammond Regional Arts Center to obtain a Waiver of the Open Container Law on Friday, November 5, 2021 from 4:00pm until 10:00pm for the Brews Arts Festival within the boundaries of Morrison Alley Park (between Cypress and Cherry Streets) and the Hammond Regional Arts Center located at 217 East Thomas Street, Hammond, LA 70401.   3. A resolution to approve Roller Kingdom located at 210 Hewitt Rd. Hammond, LA 70403 for High/Low alcohol approval on premise. The ownership as Roller Kingdom LLC. (Laura Hammett)

A resolution 1) accepting a $250,000 grant from the Land and Water Conservation Fund for improvements to Mooney Avenue Park; 2) approving a cash match of $250,000 from the Grant Match Fund; and 3) authorizing the Mayor or his designee to complete and sign related document.   7. A resolution 1) accepting $136,561.82 in available grant funds from the Transportation Improvement Program for the improvement and expansion of City bus stops; 2) approving a cash match of $24,930.08 from the Grant Match Fund; and 3) authorizing the Mayor or his designee to complete and sign related documents.   8. A resolution approving the purchase of 18 bus stop shelters from Superior Recreational Products for $144,479.70, per bids received by Tangipahoa Parish Government September 27, 2021, using funds available under Project 31709—Bus Stop Improvements. A. OLD BUSINESS

  1. Introduction of an ordinance to transfer $750,000 from the Sales Tax Fund (203) ending fund balance to Capital Expenditures to provide for sewer system improvements (two lift stations, SSES, and sewer rehabilitation). (Lacy Landrum)

RULES FOR PUBLIC PARTICIPATION
In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.

  1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
  2. After recognitions the participant is requested to give his/her name and address and duly noted in the minutes.
  3. All questions and comments are to be address to the presiding officer only.
  4. There shall be no indulging in personalities and the participant must adhere to the item at hand, and the rules of decorum of the council.
  5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired. Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
