IX. RESOLUTIONS:

- A resolution adopting the Louisiana Compliance Questionnaire Fiscal Year 2025-2026 and Authorizing the Mayor, Director of Administration, and the City Council Clerk to sign the questionnaire. (Charles Borchers)
- A resolution authorizing the Mayor to execute an Agreement with the Louisiana Department of Transportation and Development (LA DOTD) for improvements at the Hammond Northshore Regional Airport. Under this Agreement, LA DOTD will reimburse the Airport $10.996.79 for eligible expenses incurred between July 1, 2025 and June 30, 2026. (Charles Borchers IV)
- A resolution ratifying bids and awarding the contract for “Air Traffic Control Tower Equipment” to the lowest responsive and responsible bidder, Floore Industrial Contractors, Inc., in the amount of $668,641. Funding for the project will come from two State appropriations ($455,000), the Airport Fund ($150,000), and the Grant Match Fund ($63,641). (Charles Borchers IV)
- A Resolution to purchase a Kubota SVL75-3HW compact track loader in the amount of $67,641.80 from Star Equipment, State Contract #4400034371. (Charles Borchers IV)
- A Resolution to approve the Mayor to enter into contract with Arcco Company Services for Preventative Generator Maintenance and Repair services. Total Annual Preventative Maintenance amount of $89,560.00 and Repair Services hourly rate of $135.00 RFP 27-12. (Charles Borchers IV)
- A Resolution to authorize the Purchase of seven (7) Dodge Durango’s from Premier Dodge for a total of $323,900.71 (State Contract # 4400023795). Funding will come from Police Millage and a Federal Law Enforcement Grant. (Charles Borchers IV)

I, COUNCIL CLERK, LISA COCKERHAM, OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 4th Day September 2026 at 4:00pm.
RULES FOR PUBLIC PARTICIPATION
In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
- All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
- After recognitions, the participant is requested to give his/her name and address and duly noted in the minutes.
- All questions and comments are to be addressed to the presiding officer only.
- There shall be no indulging in personalities. The participant must adhere to the item at hand, and the rules of decorum of the council.
- When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired (three minute time limit for public comment).
Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
