Rules of Procedure
All speakers will be required to give their names and addresses.
It is the responsibility of the Council Chair to maintain order and an efficient process during public participation, so that public comment is given over to the speakers from the public.
The subject matter of public comment shall be limited to matters of public concern on the agenda topic.
The Council Chair is responsible for maintaining a respectful environment during public participation so that public comments can be heard and considered by the Council. The Chair, therefore, may interrupt or terminate any individual’s speaking privilege if the speaker’s comments are excessively loud, disruptive, obscene, engage in personal attacks, constitute generally disruptive behavior, and/or do not address the agenda topic.
Public participation at this meeting is intended to allow individual members of the public to address the Council and is not intended as a forum for extended conversation with the public or as a platform for Council members to discuss their positions on issues raised in or outside of the scope of this public comment period. Issues raised by the public will be noted.
Any individual or group that does not follow these procedures may be asked to leave the meeting.
At the end of public comment, the appointee will have the opportunity to address the Council.
All speakers, regardless of whether s/he represents an organization will be allotted no more than 3 minutes for comment. An individual cannot give his/her time to another individual. Each neighborhood Association representative will be allotted no more than 10 minutes for comments.
