Approval of Minutes of January 23, 2024 Meeting

VI. FINAL ADOPTION OF AN ORDINANCE:

1. Final adoption of an ordinance to approve an annexation request by James Marshall (Z-2023-10-00128) to annex 0.747 acres located on Tranquil Trace per survey by Max Bodin, Inc. dated 10/05/23; to be zoned RS-5. (District 4) (Lacy Landrum)

VII. RESOLUTIONS:

1. A resolution to authorize the Hammond BBQ, Inc.to sell, serve, or otherwise handle alcohol on the City’s property lying within the boundaries of S.W. Railroad Ave. from 100 yards South of Coleman Street to West Thomas Street; Coleman Street from Cate Street to S.W. Railroad Avenue, for the hours of 6:00 pm to 11:00 pm on Thursday, March 21, 2024 ; 3:00 p.m. to 11:00 p.m. on Friday, March 22, 2024; and from 10:00 a.m. to 1l:30 p.m. on Saturday March 23, 2024 (Brain Shirey)

2. A resolution to authorize the Hammond BBQ, Inc. to receive a waiver of open container on the City’s property lying within the boundaries of S.W. Railroad Ave. from 100 yards South of Coleman Street to West Thomas Street; Coleman Street from Cate Street to S.W. Railroad Avenue, for the hours of 6:00 pm to 11:00 pm on Thursday, March 21, 2024 ; 3:00 p.m. to 11:00 p.m. on Friday, March 22, 2024; and from 10:00 a.m. to 1l:30 p.m. on Saturday March 23, 2024 (Brain Shirey)

3. A resolution to approve Portside Seafood & Grill located at 1750 W. Thomas St. Suite I Hammond, LA 70401 to obtain an alcohol permit for a restaurant. The owner is Portside Seafood & Grill, LLC. (Lacy Landrum)

4. A resolution 1) supporting the submission of an application for $1.6 million to the Assistance to Firefighters Grant Program to purchase a new ladder truck for the Hammond Fire Department (HFD); and 2) supporting a cash match of $145,455 to come from the HFD’s millage fund. (Lacy Landrum)

5. A resolution 1) supporting the submission of an application for $320,000 to the Assistance to Firefighters Grant Program to purchase new turnout gear and gear washers and dryers for the Hammond Fire Department (HFD); and 2) supporting a cash match of $29,091 to come from the HFD’s millage fund. 6. A resolution to reappoint Ken Ross to the Hammond Airport Authority for a five year term ending September 30, 2028 (Mayor Panepinto)

I, COUNCIL CLERK, LISA COCKERHAM, OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 6th Day of February, 2024 at 4:00pm.

RULES FOR PUBLIC PARTICIPATION

In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions, the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be addressed to the presiding officer only.
4. There shall be no indulging in personalities. The participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired. Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
