Approval of Minutes of May 28, 2024 Meeting

VI. FINAL ADOPTION OF AN ORDINANCE:

1.Final adoption of an ordinance to amend the City of Hammond budget for the Fiscal Year 2023-2024 in accordance with the procedures in Section 5-03 of the City’s Charter. (Mayor Pete Panepinto)

1. A resolution to approve the fiscal year 2024-2025 Non-Municipal Fire and Police personnel Holiday closing schedule for the City of Hammond. (Mayor Panepinto)

2. A resolution to approve Los Primos at 1320 N. Morrison Blvd. Suite 118 Hammond, LA 70401 to obtain a permit to sell packaged Hi/Low alcohol. The owner is Los Primos Supermarket LLC. (Mayor Panepinto)

3. A resolution to review and ratify bids received 06/06/2024 for “Airport East Utility Connection”- project no. 616-12408 (Mitchell D. Roniger)

4. A resolution to authorize the purchase of a 2024 Dodge Ram 1500 Crew Cab truck for the Police Department from Premier Dodge, total cost $40,551.58. State Contract 4400023795 (Mayor Pete Panepinto)

5. A resolution to authorize a waiver of the open container law for alcohol during the Hammond Farmers & Artisans Market Summer Fete and 10 year anniversary held on Saturday, July 13th from 8AM to Noon. The event location is 106 NW Railroad Ave in Railroad Park and the 100-block of NW Railroad Ave. (Savannah Phillips)

6. A resolution authorizing the Hammond Downtown Development District to serve, sell, or otherwise handle alcohol, as well as granting a waiver of the Open Container Law, during the Summer Fete held on Saturday, July 13, 2024 from 8AM to Noon. The event boundaries are Railroad Park and the 100-block of NW Railroad Ave. (Savannah Phillips)

7. A resolution to authorize the Mayor to enter into a contract with the HoneyB Construction LLC for the construction of the Hammond Welcome Sign in the amount of $118,969.00 (project number 12327). (Roy Dufreche)

8. A resolution, In accordance with LA R.S. 33:2476 (L) (c) the hiring of Julie Monteleone as the part-time secretary for the Hammond Fire and Police Civil Service Board with a salary not to exceed $1250.00 month. ( Lt. George Bergeron)

I, COUNCIL CLERK, LISA COCKERHAM, OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 10TH Day of June, 2024 at 4:00pm.

RULES FOR PUBLIC PARTICIPATION

In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions, the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be addressed to the presiding officer only.
4. There shall be no indulging in personalities. The participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired. Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
