Introduction of an Ordinance to declare the malapportionment status of the current districting plan of the City’s single member election districts of the City of Hammond utilizing the population data from the 2020 federal decennial census; and otherwise to provide with respect thereto. 3. 1. A resolution to direct special counsel Michael R. Adams to refer the 2017 booking room incident to the District Attorney’s Office for the 21st Judicial District, the Office of the Louisiana Attorney General, the United States Attorney’s Office for the Eastern District of Louisiana, and the Civil Rights Division of the United States Department of Justice and the American Civil Liberties Union (ACLU), for criminal investigation and potential prosecution, based upon the report received from Mr. Seth W. 2. A resolution to authorize the Hammond BBQ, Inc. to sell Beer on the City’s property lying within the boundaries of S.W. Railroad Ave. from 100 yards South of Coleman Street to West Thomas Street; Coleman Street from Cate Street to S.W. Railroad Avenue, for the hours of 06:00 pm to 11:00 pm on Thursday, March 24, 2022; 3:00 p.m. to 11:00 p.m. on Friday, March 25, 2022; and from 10:00 a.m. to 11:30 p.m. on Saturday, March 26, 2022 ( Jodie Gieseler)

RULES FOR PUBLIC PARTICIPATION
In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be address to the presiding officer only.
4. There shall be no indulging in personalities and the participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired. Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
