A. OLD BUSINESS: NONE

B. NEW BUSINESS:

1. A resolution to authorize the Downtown Development District and its approved merchants to serve alcohol during the event Starry November Night, held on Friday, November 19th, 2021 from 5:30pm-10:00pm. The event is held within the boundaries of E. and W. Charles St., N. and S. Cherry St., E. and W. Coleman St., and N. and S. Pine St. (Chelsea Tallo Little)

2. A resolution to grant a Waiver of the City of Hammond’s Open Container Law to the Downtown Development District and its approved merchants during the event Starry November Night, held on Friday, November 19th, 2021 from 5:30pm-10:00pm. The event is held within the boundaries of E. and W. Charles St., N. and S. Cherry St., E. and W. Coleman St., and N. and S. Pine St. (Chelsea Tallo Little)

3. A resolution 1) accepting a $21,650 grant from the Edward Byrne Memorial Justice Assistance Grant Program to purchase radio equipment for the Hammond Police Department; and 2) authorizing the Mayor or his designee to complete and sign related documents. 4. A resolution 1) accepting a $7,800 grant from the Local Government Assistance Program for renovations to the City’s Maintenance Facility; and 2) authorizing the Mayor or his designee to complete and sign related documents. Attachment#1 Attachment#2 (Charles Borchers IV)

5. A resolution 1) accepting a $7,400 grant from the Patrick Leahy Bulletproof Vest Partnership to purchase new and replacement body armor for Hammond police officers; 2) approving a cash match of $7,400 from the Hammond Police Department; and 3) authorizing the Mayor or his designee to complete and sign related documents. 6. A resolution (1) approving Hammond Northshore Regional Airport’s 2022-27 Capital Improvement Plan; (2) requesting that the Louisiana Department of Transportation and Development’s Division of Aviation provide funds required to complete the airport improvements specifically described in the Airport’s CIP Application; (3) agreeing to certain assurances related to the proceeding; (4) authorizing the Mayor and Hammond City Council President to sign CIP documents; and (5) authorizing the Hammond City Council Clerk to attest to these signatures. VIII. FINAL ADOPTION OF ORDINANCE:

A. OLD BUSINESS

1. An ordinance to rezone 5.05 acres from RS-11.A to RM-3 located on Bauerle Rd, requested by Roberta Joiner Living Trust (owner) and Integrity Investors Group, LLC (applicant), in accordance with a survey by C. Randall Dixon, dated 6/26/2021 (Z-2021-01-00093). Recommended approval by the Zoning Commission. (Lacy Landrum)

2. An ordinance to rezone 0.861 acres from I-L to C-H located in the North 2/3 of Block 12 of the Barber Addition and within the DDD Overlay, requested by Joe Tallo & Sons, Inc., in accordance with a survey by Max J. Bodin, dated 7/1/2021 (Z-2021-01-00094). Recommended approval by the Zoning Commission. (Lacy Landrum)

IX. INTRODUCTION OF ORDINANCE AND SET OF PUBLIC HEARING:

1. An ordinance to revise Article 8.1.7 of the Unified Development Code regarding the definition of the properties included in the Hammond Historical District. (Sarah Knauer/Ryan Faulk)

I, COUNCIL CLERK, LISA COCKERHAM , OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 25th Day of October 2021 at 4:00pm.

RULES FOR PUBLIC PARTICIPATION
In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be address to the presiding officer only.
4. There shall be no indulging in personalities and the participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired. Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
