VII. FINAL ADOPTION OF AN ORDINANCE:
VIII. INTRODUCTION OF AN ORDINANCE:
1. Introduction of an ordinance to extend and modify the moratorium on the acceptance and processing of subdivision plats, site development plans or zoning amendments for multifamily housing within the city of Hammond for an additional 180 days. (Councilman DiVittorio)
2. Introduction of an ordinance directing the clearing of Right-Of-Ways. (Sam DiVittorio)
Public Hearing will be scheduled for Tuesday September 26, 2023 at 5:30pm
IX. RESOLUTIONS: NEW BUSINESS
1. A resolution to approve Holy Ghost to hold its annual Parish Fair on October 27, 28, 29, 2023 within the boundaries of Magnolia Street from W. Colorado to railroad track, and NW Railroad Avenue from W. Colorado to railroad track. (Hollie Wootan)
2. A resolution authorizing Holy Ghost Parish Fair Committee to “serve, sell or otherwise handle alcohol” on Friday, October 27, 2023, from 5pm to 10pm, Saturday, October 28, 2023, from 8am to 10pm, and Sunday, October 29, 2023, from 10 am to 6pm within the boundaries set. (Hollie Wootan)
3. A resolution authorizing Holy Ghost Parish Fair Committee to obtain a waiver of the Open Container Law for the following dates and times: Friday, October 27, 2023, from 5pm to 10pm, Saturday, October 28, 2023, from 8am to 10pm, and Sunday, October 29, 2023, from 10 am to 6pm within the boundaries set. 4. A resolution authorizing La Carreta, located at 108. Northwest Railroad Ave., Hammond LA, to obtain a waiver of the Open Container Law for our 25th Anniversary Celebration on Friday, September 15th, 2023, from 1:00 PM to 10:00 PM in the closed area of West Charles Street in front of the restaurant and in the south of the Case de Fresa parking lot. 6. A resolution to authorize the purchase of 2 WANCO Messaging Signs for a total of $45,100.00 RFP 24-16 (Jana Soileau)
7. Discussion of quotes for the installation of vehicle tracking devices for city equipment and vehicles. (Marcus McMillian)

I, COUNCIL CLERK, LISA COCKERHAM, OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 11th Day of September, 2023 at 4:00pm.
RULES FOR PUBLIC PARTICIPATION
In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions, the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be addressed to the presiding officer only.
4. There shall be no indulging in personalities. The participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired. Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
