VIII. INTRODUCTION OF ORDINANCE:

1. Introduction of an ordinance to approve a Rezoning by Cindy Lozier, on behalf of Thomas Depaula to Rezone 1445 South Morrison Boulevard from RS-11. A to C-H, to match the surrounding property zonings, located in District 3. The Planning and Zoning Commission, hearing no opposition, recommends adoption, (4-0) (Charles Borchers)

2. Introduction of an ordinance to approve a Rezoning by Willie Matthews to Rezone 107 Scanlan Street from RM-2 to MX-C, to be used for a used car lot, in District 4. The Planning and Zoning Commission, having opposition, recommends denial, (4-0) Charles Borchers)

3. Introduction of an ordinance to approve a Major Subdivision by David Clemmons at 1205 North Morrison Boulevard, in District 4. The Planning and Zoning Commission, hearing no opposition, recommends adoption, (4-0) (Charles Borchers)

IX. RESOLUTIONS:

1. A resolution to purchase (1) Ford F-250 Crew Cab and (l) Ford F-150 Extended Cab truck in the total amount of $87,012.00 from Bill Hood Auto Group, State Contract # 4400023793 (Charles Borchers )

2. A resolution to approve I-12 Quick Stop located at 2201 SW Railroad Ave, Hammond, LA 70403 to obtain a permit to sell packaged Hi/Low alcohol as a convenience store. I-12 Enterprises, LLC. (Charles Borchers)

3. A resolution to approve Santa Fe Cattle Company located at 2035 Hammond Square Dr., Hammond, LA 70403 to obtain an alcohol permit for a restaurant. The owner is SFCC Hammond, LLC. (Charles Borchers)

4. A resolution to Ratify and award bids received 09/17/2026 for “Miscellaneous Street Improvements [FY2027]”–project no. 420-12706. (Jay C. Pittman, P.E.).

I, COUNCIL CLERK, LISA COCKERHAM, OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 21st Day September 2026 at 4:00pm.

RULES FOR PUBLIC PARTICIPATION

In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions, the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be addressed to the presiding officer only.
4. There shall be no indulging in personalities. The participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired (three minute time limit for public comment).
Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
