VIII. RESOLUTIONS:

1. A resolution to correct the term of Charles Deliberto as a member of the Hammond Municipal Police & Fire Civil Service Board to expire July 29, 2028. (Councilman Andrews)

2. A resolution to correct the term of Stanley Campbell as a member of the Hammond Municipal Police & Fire Civil Service Board to expire July 29, 2028. (Councilman Andrews)

3. A resolution to approve Holy Ghost Parish Fair Committee to hold its annual Parish Fair on October 24, 25, 26, 2025 within the boundaries of Magnolia Street from W. Colorado to railroad track, and NW Railroad Ave from W Colorado to railroad track. (Chastity Landry)

4. A resolution authorizing Holy Ghost Parish Fair Committee to “serve, sell or otherwise handle alcohol” on Friday, October 24, 2025, from 5pm to 10pm, Saturday, October 25, 2025, from 9am to 10pm, and Sunday, October 26, 2025, from 9 am to 6pm within the boundaries set. (Chastity Landry)

5. A resolution authorizing Holy Ghost Parish Fair Committee to obtain a waiver of the Open Container Law for the following dates and times: Friday, October 24, 2025 5pm to 10pm, Saturday, October 25, 2025 9am to 10pm, and Sunday October 26, 2025 9am to 6pm within the boundaries set. 6. A resolution to approve ALDI Store #157 located at 2302 W. Thomas St., Hammond, LA 70401 to obtain a permit to sell packaged Hi/Low alcohol. The owner is ALDI (Louisiana) LLC. (Charles Borchers)

7. A resolution to authorize the purchase of a 2026 Ford Explorer for the Purchasing Department from Bill Hood Ford. Total sale Price $40,159.00 State Contract 4400023793. (Charles Borchers)

8. A resolution authorizing the Mayor to execute an Agreement with the Louisiana Department of Transportation and Development for improvements at Hammond Northshore Regional Airport. Under this agreement, DOTD will provide $10,306.58 in general aviation reimbursement for eligible expenses incurred by the Airport in Fiscal Year 2025. (Charles Borchers IV)

I, COUNCIL CLERK, LISA COCKERHAM, OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 8th Day of September 2025 at 4:00pm.

RULES FOR PUBLIC PARTICIPATION

In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions, the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be addressed to the presiding officer only.
4. There shall be no indulging in personalities. The participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired (three minute time limit for public comment).
Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
