Divisions

Hammond Police Department’s Administration consists of The Chief of Police, Assistant Chief of Police and Two Captains.

The Corrections Division facilitates the booking and incarceration of criminal offenders arrested by law enforcement personnel within the jurisdiction of the Hammond Police Department and persons sentenced by the City Court. The Corrections Division is also responsible for the supervision of all inmates in the custody of the Department’s jail, which includes ensuring that all inmates’ safety, health and well-being are protected, that jail facilities and equipment are properly maintained and/or repaired as necessary, and that all records pertaining to any inmate are properly completed and filed.

Criminal Investigations Division

The Investigations Division is comprised of the Criminal Investigations Division (CID) and the Juvenile Division. The Investigations Division is supervised by a Lieutenant.

The Criminal Investigations Division provides administrative and operational programs that result in the effective and efficient investigation of criminal activity within the jurisdiction of this department. This division conducts preliminary, follow-up and special investigations as conditions and circumstances warrant.

CID establishes and maintains an information base of criminal activity to facilitate the identification and apprehension of offenders. Other duties and responsibilities of the CID include, but are not limited to, selective enforcement efforts in a particular geographical area where normal investigative or enforcement tactics may not alleviate the activity or circumstance and in any other instance deemed appropriate. The division is supervised by a Sergeant who is accountable to a Lieutenant.

Juvenile Investigations Division

The Juvenile Division investigates matters involving juvenile offenders and/or victims, represents the department during the adjudication of said offenders, and acts as the liaison between the department, the courts, the juvenile detention facilities, and other agencies concerned with the adjudication and protection of juveniles. The Juvenile Division also investigates claims of abuse and/or neglect reported to the department, and takes appropriate action to remedy the situation and prosecute the offenders when appropriate. The division is supervised by a Sergeant who is accountable to a Lieutenant.

The Hammond Police Department’s process dictates that property/evidence that is found or seized must be properly stored for both evidentiary reasons and to protect it for proper disposal or return to the owner. The Property & Evidence Division secures all evidence for analysis and/or eventual presentation at trial. It is absolutely essential that all property/evidence be placed into evidence as soon as possible to maintain its integrity. The Property & Evidence Department is also the keeper of all found property turned in by officers.

The K-9 Division patrols areas of specific criminal activity as a deterrent to those crimes and responds to calls such as burglar alarms, burglaries, searches (for wanted/missing persons and article/narcotics searches), and other incidents where the use of a trained dog could prove advantageous.

The mission of the Hammond Police Department’s Narcotics Division is to investigate those persons possessing, dealing, distributing and/or using drugs illegally. The Narcotics Division is primarily responsible for such investigations within the Hammond City Limits, and works closely with several local, parish, & state agencies involved in the enforcement of drug laws. The Narcotics Division has a partnership with HIS High Intensity Drug Trafficking Area (HIDTA) and Drug Enforcement Agency Task Force, enhancing its ability to share intelligence and resources.

The Patrol Division is the largest unit of the Police Department. As such, this division responds to the majority of calls for service to the department and performs a substantial amount of the case follow-ups. This division investigates all major injury and fatal accidents within the city limits and responds to accidents of all types, traffic complaints and selective enforcement. This division may, when deemed necessary, perform some plainclothes and other specialized work through the concept of directed patrol.

The Reserve Division is composed of men and women who volunteer their time to the Department. They are trained and have the same duties and responsibilities as regular, paid police officers when they are on duty. Their primary function is to supplement the manpower requirements of the Patrol Division, but they may, when deemed necessary, perform other functions, either for Patrol or other divisions.

The mission of the Street Crimes Unit is to detect and address persons involved in crime, especially in situations involving illegal drugs, illegal weapons possession, and tracking of dangerous wanted felons. The Street Crimes Unit is designed to disrupt street level criminal activity to provide a more safe and secure environment for the Citizen of Hammond. The Street Crimes Unit works closely with parish, state & federal agencies.

Special Weapons and Tactics: The SWAT Team is a specialized team (SWAT) that responds to major emergencies as well as conducts high risk search and arrest warrants.

The Traffic Division responds to and handles traffic crashes in the City of Hammond. These crashes range in seriousness from minor crashes with no injuries to crashes resulting in fatalities. While the vast majority of crashes involve either no injuries or minor injuries, the very small minority of crashes involving fatalities require complex, in‐depth investigations. The officers of the Traffic Division strive to handle traffic crash investigations in a safe and efficient manner while providing the best possible service to the public. Last year, the Traffic Division responded to 865 crashes.

Traffic Enforcement

The Traffic Division conducts selective enforcement in an effort to increase traffic safety in the City of Hammond. Most selective enforcement takes place at locations where drivers typically commit the most speeding violations or other moving violations, as well as school zones, active pedestrian areas and residential streets identified by citizens as problem areas. Last year the Traffic Division issued citations for 1591 violations.

Escorts

The Traffic Division provides escorts for funerals, official visits from dignitaries outside the City of Hammond, and parade floats to and from the city limits.

Community Outreach

All members of the Traffic Division are certified to teach parents how to install their child safety seats properly.

Continuing Education

Officers of the Traffic Division maintain TIMS (Traffic Incident Management) certification to facilitate timely and orderly clearance of roads leading in and out of the City of Hammond.

The Training Division provides and/or facilitates the training of all Department employees and the maintenance of these training records. The Training Division is also responsible for the creation, review and updating of the Department’s Policy and Procedure Manual.
