1. Introduction of an Ordinance to establish procedures related to retired service animals. (Chief Bergeron)

IX. RESOLUTIONS:

1. A resolution to authorize the purchase of (3) 2023 Ram 1500 SSV Crew Cab 4 x4 for the Fire Department from Premier Automotive. Total Cost $119,818.35. State Contract 4400023795. (Chief Folks)

2. A resolution to approve Milan’s Wood Fired Pizza located at 505 West Thomas St. Hammond, LA 70401 to obtain a permit to sell on premise Hi/Low alcohol. The owner is Milan’s Wood Fired Pizza, LLC. (Kasey Daigle)

3. A resolution to authorize the Mayor to sign Task Order 2 with Principal Engineering for $299,930 to complete phases 2 and 3 of the flood study. (Lacy Landrum)

4. A resolution to approve the appointment of Todd Delaune and Russell Mayeur, representing the East Side Property and Business Owners to the Downtown Development District Board for a partial term effective immediately to December 31, 2023. Attachment#1 Attachment#2 (Michelle Kendall)

8. A resolution to grant a waiver of the City of Hammond’s Open Container Law to the Downtown Development District during the Picnic in the Park events, held on the following days — Friday, March 31, 2023, Saturday, April 29, 2023, and Friday, May 26, 2023 — each from 5:00pm-8:00pm. The event boundaries are W. Charles St., N. Magnolia St., W. Robert St. and N. Oak St. (Michelle Kendall)

9. A resolution to authorize the Downtown Development District to serve alcohol during the Hammond Farmers & Artisans Market Spring Fest event on Saturday, April 29th from 8:00am-1:00pm. Alcohol will be served on the #2 block of W Thomas St. (Michelle Kendall)

11. A resolution for the IT Department to purchase a Generac Industrial Model SD050 diesel engine-driven generator in the amount of $26,005.70. State Contract #4400026321 (Marcus McMillian)

14. A resolution approving repairs to the old basketball pavilion in Mooney Avenue Park by the lowest responsive and properly licensed quoter in an amount not to exceed $60,000. Note: the goal is to expedite repairs so new playground equipment can be installed in April; $78,000 is already budgeted under Project 12112 – Mooney Avenue Park – Playground Improvements to cover repairs. I, COUNCIL CLERK, LISA COCKERHAM, OF THE HAMMOND CITY COUNCIL, DO HEREBY CERTIFY THAT THE ABOVE AND FOREGOING WAS POSTED AT THE COUNCIL’S CHAMBERS AT 312 EAST CHARLES STREET, HAMMOND, LOUISIANA, IN ACCORDANCE WITH LA R.S. 42:19, ON OR BEFORE THE 13th Day of March 2023 at 4:00pm.

RULES FOR PUBLIC PARTICIPATION

In the interest of fairness and time, the following guidelines are established, relative to public participation and discussion of any agenda item.
1. All persons desiring to speak on a specific agenda item will request the attention of the presiding officer at the time the item is being considered.
2. After recognitions, the participant is requested to give his/her name and address and duly noted in the minutes.
3. All questions and comments are to be addressed to the presiding officer only.
4. There shall be no indulging in personalities. The participant must adhere to the item at hand, and the rules of decorum of the council.
5. When a council member, citizen, elected or appointed public official refuses to adhere to these procedural policies, and the behavior interferes with or disrupts the normal order of business, the presiding officer may eject or request the removal of the disruptive or obstructive party or parties. The presiding officer shall prior to the discussion of a particular item, allow time for the discussion of that item. The Council Clerk shall be the official timekeeper of the Council and shall interrupt discussion to advise the Council that time has expired. Discussion shall cease, and the matter shall then be voted upon forthwith. When called upon for a vote, each council member present shall respond “yes,” “no” or “abstain.” A failure to answer shall be recorded as “abstain.”
